Abu Dhabi Law No. 3-2024-On Establishing the Artificial Intelligence

Abu Dhabi Law No. 3/2024 establishes the Artificial Intelligence and Advanced Technology Council (AIATC) in Abu Dhabi. The council is an independent body with legal and financial autonomy. Its main headquarters will be in Abu Dhabi City, but it can establish branches inside or outside the Emirate. The council is responsible for overseeing projects, investments, and research related to artificial intelligence (AI) and advanced technology in Abu Dhabi. It has the authority to develop strategies, policies, and regulations for AI and advanced technology, set investment priorities, attract global and local companies, and coordinate with government and private entities. The council is managed by a Board of Directors, consisting of at least five members, including the Chairman and the Secretary-General. The board has the power to issue decisions, supervise the implementation of strategies, establish companies, and request information from relevant authorities. The Secretary-General is responsible for managing the daily work of the council, proposing legislation and regulations, and preparing the annual budget. The Finance Department provides support to the council, and the concerned authorities are required to implement the council's regulations and cooperate with it. The fiscal year of the council starts on January 1st and ends on December 31st. Any provision contrary to this law is abrogated. The law came into force on January 22, 2024. This law aims to promote the development and utilization of AI and advanced technology in Abu Dhabi, positioning the Emirate as a global hub for innovation and technological advancements.
